Funded Programs - in cooperation with INGOs


Jobs Forward Program (GIZ, BMZ funded):

Executed by IRADA through its Khoubourat HR Program, the Jobs Forward Program, part of EPL1, was a workforce development initiative implemented by GIZ and funded by BMZ. Spanning 22 months (September 2022 – June 2024), the program targeted Lebanese youth, women, and persons with disabilities in Beirut and Mount Lebanon, with the objective of enhancing employability through job matching, career guidance, skills training, and HR support for MSMEs.

With a total budget of €258,815.74, the program surpassed expectations:

  •  847 individuals were successfully placed in jobs
  • 5,560 job opportunities were published via Khoubourat’s employment platforms
  • 393 MSMEs were actively engaged
  • 1,285 beneficiaries received tailored career guidance
  • 1,063 individuals completed transversal skills training

 These achievements significantly strengthened Lebanon’s employment ecosystem and solidified Khoubourat’s role as a key connector between job seekers and employers.

 

STRIPES Program (EU Co-Funded):

launched in December 2023 for a 36-month duration, the STRIPES Program—co-funded by the European Union and led by VU (Netherlands)—seeks to strengthen Lebanon’s Technical and Vocational Education and Training (T-VET) sector by better aligning graduates' skills with labor market needs.

 IRADA contributes significantly to the program across three key areas:

  •  Capacity Building for STRIPES Centers: IRADA leads training and institutional development to ensure STRIPES Centers provide sustainable, high-quality training and employability services.
  • Job Matching & Career Guidance: Building on its Khoubourat HR Program experience, IRADA supports CIS and INMAA in setting up efficient job matching and guidance services for T-VET graduates, including workflow design and staff training.
  • MSME Skills Gap Survey: IRADA conducts a nationwide survey of MSMEs to identify skills gaps among T-VET graduates, providing insights that will inform curriculum updates and new training programs.

 

 Qasqas Courts Rehabilitation Project – part of SIMA Project (implemented by UNOPS, Funded by KfW):

The Qasqas Courts Rehabilitation Project is a two-year initiative launched in August 2024, implemented by the United Nations Office for Project Services (UNOPS) and funded by the German Development Bank (KfW). The project aims to restore and sustainably manage the Qasqas public sports courts in Beirut, transforming them into inclusive spaces that foster social cohesion among vulnerable communities through organized sports, cultural events, and community-based activities.

In collaboration with the Beirut Municipality, CIS, and SMS, IRADA plays a key role in implementing the project’s capacity-building component. This includes training local staff and volunteers in professional facility management, community engagement, and inclusive programming, with a strong emphasis on ethical and safety standards.

The capacity-building phase concluded in March 2025, with IRADA achieving full operational capacity, including in Protection from Sexual Exploitation and Abuse (PSEA). These certifications are valid for five years, ensuring that IRADA is managed according to international best practices and safeguarding principles.

Focusing on youth empowerment, psychosocial support, and community engagement through sports, life and soft skills enhancement, this initiative strengthened IRADA’s collaboration with public stakeholders and enhanced community-based employment outreach.
